You may have to clarify your question/statement a bit. Federal law states that you have to be 21 to purchase a handgun. It differs from state to state as to the legal age for purchasing long guns. Some go with the Federal minimum of 18 while others increase it to 21. However, purchasing and ownership are not the same things. Some states allow for ownership of long guns (rifles and shotguns) at the ages lower than 18 through things such as trusts and such. If under age in your state for purchase of a firearm, you are still underage for purchase of ammunition.

What does it mean? In some state you can be under the age of 18 or 21 and own a firearm, but you cannot legally purchase one for yourself or ammo for it. If you have specific questions, ask away. If you do not, call your local Law Enforcement authority and ask them for the straight poop. Saying that one has to be of a certain age to "have a gun" is pretty wide open to interpretation.
