Download Database soon to be up

I have managed to get the pafiledb system up and running on the dynamic server, took a bit of work to stop it repeating onto the index page for the system but Katie managed to figure out the code which needed to be added to the phpfiles for it to work.

Right now we are uploading everything onto fileplanet which means that user uploads for now will NOT work along with all of the downloads. When the files are all uploaded ill make an announcement that the download system is fully ready for people to download from.
